Me vet\u00ebdijen e plot\u00eb se kap\u00ebrcimi i pengesave t\u00eb tilla dhe shfryt\u00ebzimi m\u00eb i mir\u00eb i potencialit zhvillimor socioekonomik nuk p\u00ebrcaktohet vet\u00ebm nga nj\u00ebri faktor apo p\u00ebrpjekjet e nj\u00ebr\u00ebs pal\u00eb interesi, synimi i k\u00ebtij shkrimi \u00ebsht\u00eb hulumtimi i pun\u00ebs s\u00eb qeveris\u00eb vendore, Bashkis\u00eb Kam\u00ebz (nga k\u00ebtu e n\u00eb vijim, \u201cBashkia\u201d), duke analizuar buxhetin e saj n\u00eb periudh\u00ebn 7-vje\u00e7are 2017-2023. P\u00ebr k\u00ebt\u00eb u p\u00ebrdor kryesisht shqyrtimi i disa treguesve financiar\u00eb dhe t\u00eb performanc\u00ebs buxhetore, bazuar mbi t\u00eb dh\u00ebnat e b\u00ebra publike nga vet\u00eb <\/span><a href=\"https:\/\/kamza.gov.al\/buxheti-i-bashkise\/\"><span style=\"font-weight: 400\">Bashkia<\/span><\/a><span style=\"font-weight: 400\">, <\/span><a href=\"https:\/\/portavendore.al\/wp-content\/uploads\/2019\/06\/Financat-vendoret_komplet.pdf\"><span style=\"font-weight: 400\">Ministria e Financave<\/span><\/a><span style=\"font-weight: 400\">, <\/span><a href=\"https:\/\/kamza.gov.al\/wp-content\/uploads\/2022\/06\/Raport.pdf\"><span style=\"font-weight: 400\">Kontrolli i Lart\u00eb i Shtetit<\/span><\/a><span style=\"font-weight: 400\"> dhe <\/span><a href=\"https:\/\/iam.org.al\/qeverisja-vendore-ne-shqiperi-raport-mbi-situaten-aktuale-2023\/\"><span style=\"font-weight: 400\">Instituti p\u00ebr Bashkit\u00eb e Shqip\u00ebris\u00eb<\/span><\/a><span style=\"font-weight: 400\">.<\/span><sup>1-9<\/sup><span style=\"font-weight: 400\">\u00a0P\u00ebrpara shtjellimit t\u00eb analiz\u00ebs, vlen t\u00eb p\u00ebrmendet n\u00eb k\u00ebt\u00eb kontekst se n\u00eb faqen zyrtare t\u00eb Bashkis\u00eb n\u00eb internet \u00ebsht\u00eb gjendur dokumentacioni mbi buxhetet e miratuara p\u00ebr disa prej viteve t\u00eb periudh\u00ebs n\u00eb shqyrtim, krahas disa raporteve mbi monitorimin e zbatimit, raporteve t\u00eb performanc\u00ebs dhe pasqyrave financiare. Kjo p\u00ebrputhet me vler\u00ebsimin e Bashkis\u00eb nga ana e komisionerit shtet\u00ebror p\u00ebrgjegj\u00ebs p\u00ebr t\u00eb drejt\u00ebn e informimit si nj\u00ebsi e vet\u00ebqeverisjes vendore me transparenc\u00eb proaktive mesatare, me 9 nga 12 pik\u00eb n\u00eb <\/span><a href=\"https:\/\/idp.al\/wp-content\/uploads\/2025\/02\/Indeksi-i-Transparences-proaktive-te-njesive-te-veteqeverisjes-vendore-viti-2024.pdf.\"><span style=\"font-weight: 400\"><span style=\"text-decoration: underline\">Indeksin e Transparenc\u00ebs<\/span> Proaktive t\u00eb Bashkive<\/span><\/a><span style=\"font-weight: 400\">.<\/span><\/span><\/p><p style=\"text-align: justify\"><span style=\"color: #800000\"><strong><span style=\"font-family: georgia, palatino, serif;font-size: 14pt\">Burimet e financimit dhe disa tregues financiar\u00eb ky\u00e7 t\u00eb lidhur me to<\/span><\/strong><\/span><\/p><p style=\"text-align: justify\"><span style=\"font-weight: 400;font-family: georgia, palatino, serif;font-size: 14pt\">Gjat\u00eb vitit 2023, Bashkia grumbulloi t\u00eb ardhura buxhetore n\u00eb nivelin e 5.37 miliard\u00eb lek\u00ebve, duke p\u00ebrmbushur rreth 86.46% t\u00eb planit t\u00eb vet vjetor (Tabela 1). Pjesa m\u00eb e madhe e financimit, af\u00ebrsisht 61.44%, u sigurua nga qeveria qendrore (QQ). Nga k\u00ebto, 13.52% t\u00eb s\u00eb gjith\u00ebs Bashkia i p\u00ebrftoi n\u00eb form\u00ebn e transfert\u00ebs s\u00eb pakusht\u00ebzuar, pra si fonde q\u00eb QQ ua jep bashkive p\u00ebr t\u2019u p\u00ebrdorur pa kushte, sipas nevojave dhe vendimmarrjes s\u00eb k\u00ebtyre t\u00eb fundit. Pjesa tjet\u00ebr prej 47.92% e totalit t\u00eb burimeve financiare iu dha Bashkis\u00eb n\u00eb form\u00ebn e transfertave t\u00eb kusht\u00ebzuara dhe specifike, pra si fonde p\u00ebr t\u2019u p\u00ebrdorur vet\u00ebm p\u00ebr funksione t\u00eb ve\u00e7anta t\u00eb deleguara ose projekte specifike t\u00eb paracaktuara nga QQ. S\u00eb fundi, qeveria vendore grumbulloi 32.89% t\u00eb financimeve n\u00eb saj\u00eb t\u00eb burimeve t\u00eb veta: n\u00eb form\u00ebn e taksave komb\u00ebtare t\u00eb ndara (t\u00eb mbledhura nga QQ, por t\u00eb ndara me autoritetet vendore) ose t\u00eb ardhurave t\u00eb vjela nga organet e veta p\u00ebrmes taksave dhe tatimeve vendore si edhe t\u00eb ardhurave t\u00eb tjera jotatimore. Rritja ka qen\u00eb pothuajse lineare p\u00ebr transfert\u00ebn e pakusht\u00ebzuar nga QQ, nd\u00ebrkoh\u00eb q\u00eb ecuria e t\u00eb ardhurave nga dy burimet e tjera ka qen\u00eb m\u00eb pak monotone. K\u00ebshtu, pas rritjes s\u00eb but\u00eb n\u00eb vitin 2018 dhe nj\u00eb r\u00ebnieje n\u00eb 2019-\u00ebn, fondet nga transfertat e tjera u rrit\u00ebn ndjesh\u00ebm gjat\u00eb 3 viteve n\u00eb vijim, p\u00ebr t\u2019iu rikthyer r\u00ebnies n\u00eb fund t\u00eb periudh\u00ebs. Pas nj\u00eb viti 2019 pothuajse pa ndryshime, k\u00ebto t\u00eb fundit p\u00ebsuan nj\u00eb r\u00ebnie t\u00eb ndjeshme gjat\u00eb 2020-\u00ebs. K\u00ebshtu, norma e transfertave t\u00eb tjera nga QQ ndaj totalit t\u00eb burimeve shfaqi fillimisht prirje r\u00ebn\u00ebse gjat\u00eb 3 viteve t\u00eb para (duke arritur n\u00eb 28.51%), p\u00ebr t\u2019u rritur pastaj gjat\u00eb viteve 2020 dhe 2021 (duke arritur n\u00eb 67.63%) dhe r\u00ebn\u00eb s\u00ebrish n\u00eb 2 vitet e fundit. Nj\u00ebkoh\u00ebsisht, pasi arrit\u00ebn t\u00eb kontribuonin me 41.65 lek\u00eb p\u00ebr \u00e7do 100 lek\u00eb t\u00eb ardhura t\u00eb Bashkis\u00eb Kam\u00ebz p\u00ebr vitin 2018, t\u00eb ardhurat nga burimet e veta humb\u00ebn n\u00eb m\u00ebnyr\u00eb t\u00eb konsiderueshme pesh\u00ebn e tyre, duke sjell\u00eb vet\u00ebm 18.44 nga 100 lek\u00eb t\u00eb ardhura n\u00eb vitin 2021. Pas rigjall\u00ebrimit t\u00eb veprimtaris\u00eb ekonomike, n\u00eb vitin e fundit t\u00eb periudh\u00ebs ato soll\u00ebn 32.89 nga 100 lek\u00eb t\u00eb ardhura. Edhe duke l\u00ebn\u00eb m\u00ebnjan\u00eb situat\u00ebn e jasht\u00ebzakonshme t\u00eb viteve 2020-2022 (ndon\u00ebse \u00ebsht\u00eb pik\u00ebrisht p\u00ebrgatitja p\u00ebr tronditje t\u00eb tilla arsyeja pse synohet nj\u00eb kapacitet dhe q\u00ebndrueshm\u00ebri e mir\u00eb fiskale e qeveris\u00eb vendore), s\u00ebrish vet\u00ebm rreth 30 nga \u00e7do 100 lek\u00eb q\u00eb hyn\u00eb n\u00eb ark\u00ebn e Bashkis\u00eb ishin rezultat i vjeljes s\u00eb detyrimeve tatimore vendore. <\/span><\/p><p style=\"text-align: justify\"><span style=\"font-weight: 400;font-family: georgia, palatino, serif;font-size: 14pt\">P<\/span><span style=\"font-weight: 400;font-family: georgia, palatino, serif;font-size: 14pt\">\u00ebr m\u00eb tep\u00ebr, t\u00eb dh\u00ebnat treguan nj\u00eb shkall\u00eb t\u00eb ul\u00ebt t\u00eb diversifikimit n\u00eb mesin e burimeve t\u00eb t\u00eb ardhurave nga taksat dhe tarifat vendore: 66.42% e k\u00ebtyre t\u00eb ardhurave n\u00eb vitin 2023 erdh\u00ebn nga taksa e ndikimit n\u00eb infrastruktur\u00eb. Kjo vler\u00eb ishte duksh\u00ebm mbi norm\u00ebn n\u00eb nivel komb\u00ebtar (p\u00ebr 61 bashkit\u00eb s\u00eb bashku), e cila llogaritej n\u00eb 37.54%, e madje edhe mbi norm\u00ebn e Tiran\u00ebs, e cila ishte 48%. Gjithashtu, u vu re nj\u00eb prirje rrit\u00ebse, duke qen\u00eb se p\u00ebr vitin paraardh\u00ebs n\u00eb Kam\u00ebz kjo norm\u00eb ishte 50.49% (32.58% n\u00eb nivel komb\u00ebtar). Pavar\u00ebsisht se zgjeron baz\u00ebn e nj\u00eb tjet\u00ebr takse vendore (taks\u00ebs s\u00eb nd\u00ebrtes\u00ebs), pesha e lart\u00eb e k\u00ebtij burimi nuk siguron qendrueshm\u00ebri financiare p\u00ebr t\u00eb ardhmen, sepse i b\u00ebn t\u00eb ardhurat tatimore vendore t\u00eb Bashkis\u00eb shum\u00eb t\u00eb varura nga ecuria e nj\u00eb sektori t\u00eb caktuar t\u00eb ekonomis\u00eb lokale. <\/span><\/p><p style=\"text-align: justify\"><span style=\"font-weight: 400;font-family: georgia, palatino, serif;font-size: 14pt\">Nga ana tjet\u00ebr, ogur i mir\u00eb i sh\u00ebndoshjes financiare t\u00eb Bashkis\u00eb ishte p\u00ebrmir\u00ebsimi i norm\u00ebs s\u00eb detyrimeve t\u00eb prapambetura ndaj t\u00eb ardhurave nga burimet e veta (Tabela 2). Barra e k\u00ebtyre detyrimeve t\u00eb vonuara zbriti nga rreth 50%, p\u00ebr vitin 2020, n\u00eb m\u00eb pak se 8% t\u00eb t\u00eb ardhurave nga burimet e veta, p\u00ebr vitin 2023.<br \/><\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4b6e70b elementor-widget elementor-widget-text-editor\" data-id=\"4b6e70b\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p style=\"text-align: justify\"><span style=\"font-weight: 400;font-family: georgia, palatino, serif;font-size: 14pt\"><span style=\"color: #800000\"><strong>Shpenzimet buxhetore dhe disa tregues financiar\u00eb ky\u00e7 t\u00eb lidhur me to<\/strong><\/span><br \/><\/span><\/p><p style=\"text-align: justify\"><span style=\"font-weight: 400;font-family: georgia, palatino, serif;font-size: 14pt\">Gjat\u00eb vitit 2023, Bashkia kreu shpenzime publike n\u00eb nivelin e 5.37 miliard\u00eb lek\u00ebve, duke p\u00ebrmbushur rreth 86.46% t\u00eb planit t\u00eb vet vjetor (Tab 3). M\u00eb shum\u00eb se gjysma e fondeve, af\u00ebrsisht 54.46%, shkuan p\u00ebr shpenzime kapitale ose investime, pra p\u00ebr t\u00eb krijuar, p\u00ebrmir\u00ebsuar ose zgjeruar asetet e prekshme dhe infrastruktur\u00ebn. Rritja ishte e q\u00ebndrueshme p\u00ebr pjes\u00ebn korrente t\u00eb shpenzimeve, ndon\u00ebse me ndryshime shum\u00eb t\u00eb vogla deri n\u00eb 2019-\u00ebn. Prej vitit 2020, rritja vjetore ishte m\u00eb e shpejt\u00eb dhe pothuajse lineare. Nd\u00ebrkoh\u00eb, ecuria e shpenzimeve kapitale ishte m\u00eb e luhatshme dhe me ndryshime m\u00eb t\u00eb forta. Nga ana tjet\u00ebr, kufizimet n\u00eb t\u00eb gjitha veprimtarit\u00eb ekonomike gjat\u00eb vitit 2020 ngadal\u00ebsuan zbatimin e projekteve t\u00eb investimeve. Ky ndikim u shfaq si n\u00eb kuad\u00ebr t\u00eb Programit t\u00eb Rind\u00ebrtimit pas t\u00ebrmetit ashtu edhe p\u00ebr ato projekte q\u00eb synonin p\u00ebrmir\u00ebsimin e sh\u00ebrbimeve. Vlen t\u00eb theksohet se edhe p\u00ebr shkak t\u00eb parave, norma e shpenzimeve kapitale ndaj shpenzimeve gjithsej ishte n\u00eb nivele mjaft t\u00eb larta, me mbi 50% n\u00eb 4 nga 7 vitet e marra n\u00eb shqyrtim. N\u00eb fakt, me 54.46% p\u00ebr vitin 2023, Kamza kishte nivelin m\u00eb t\u00eb lart\u00eb t\u00eb k\u00ebsaj norme n\u00eb mesin e t\u00eb gjitha bashkive n\u00eb vend. Gjat\u00eb vitit 2023, ajo shpenzoi pjes\u00ebn m\u00eb t\u00eb madhe t\u00eb parave n\u00eb 10 programet e renditura n\u00eb Figur\u00ebn 4, duke filluar nga rrjeti rrugor rural (q\u00eb mori 27.26% t\u00eb shpenzimeve) deri te mbrojtja nga zjarri dhe mbrojtja civile (me 1.52%). Gjat\u00eb gjith\u00eb periudh\u00ebs, k\u00ebto ishin p\u00ebrgjith\u00ebsisht programet q\u00eb u alternuan n\u00eb 10 vendet e para p\u00ebr nga madh\u00ebsia e pjes\u00ebs s\u00eb \u201ctort\u00ebs\u201d s\u00eb shpenzime t\u00eb ndar\u00eb p\u00ebr to.<\/span><\/p><p style=\"text-align: justify\"><span style=\"font-weight: 400;font-family: georgia, palatino, serif;font-size: 14pt\">Vlen t\u00eb p\u00ebrmendet pesha e madhe dhe n\u00eb rritje e programit t\u00eb rrjetit rrugor rural, prirje q\u00eb duket se do t\u00eb vazhdoj\u00eb. Sipas treguesve t\u00eb fundit t\u00eb performanc\u00ebs s\u00eb programeve t\u00eb botuara nga Bashkia p\u00ebr vitin 2022, Kamza kishte ende t\u00eb shtruar (me asfalt ose \u00e7akull) m\u00eb pak se 40% t\u00eb rrjetit rrugor t\u00eb bashkis\u00eb. Po aq emergjente duket nevoja p\u00ebr mb\u00ebshtetje t\u00eb programit t\u00eb furnizimit me uj\u00eb t\u00eb pijsh\u00ebm dhe menaxhimit t\u00eb uj\u00ebrave t\u00eb ndotura dhe kanalizimeve. Nga t\u00eb dh\u00ebnat rezultoi se pavar\u00ebsisht investimeve t\u00eb kryera, ende vet\u00ebm 3\/4 e popullsis\u00eb ishte e mbuluar me sh\u00ebrbimin e ujit t\u00eb pijsh\u00ebm, i cili ofrohej mesatarisht p\u00ebr vet\u00ebm 5 or\u00eb\/dit\u00eb, me an\u00eb t\u00eb nj\u00eb rrjeti ku humbisnin 73.2 m3 uj\u00eb p\u00ebr \u00e7do 100 m3 q\u00eb hynte n\u00eb rrjet. Gjithashtu, vet\u00ebm 70% e qytetar\u00ebve t\u00eb Kamz\u00ebs kishte qasje te sh\u00ebrbimet sanitare dhe kanalizimet. <\/span><\/p><p style=\"text-align: justify\"><span style=\"font-weight: 400;font-family: georgia, palatino, serif;font-size: 14pt\">P\u00ebr sa i p\u00ebrket norm\u00ebs s\u00eb shpenzimeve p\u00ebr politikat sociale (programet e kujdesit social dhe strehimi social) ndaj totalit, vlera e treguesit erdhi p\u00ebrgjith\u00ebsisht n\u00eb r\u00ebnie, duke shkuar nga 37.34%, n\u00eb fillim t\u00eb periudh\u00ebs n\u00eb shqyrtim, deri n\u00eb 16.7% n\u00eb fund t\u00eb saj. P\u00ebrjashtim b\u00ebri viti 2020, kur p\u00ebr shkak t\u00eb fondeve t\u00eb reja q\u00eb shkuan p\u00ebr strehimin social t\u00eb qytetar\u00ebve t\u00eb d\u00ebmtuar nga t\u00ebrmeti i vitit 2019, norma shkoi n\u00eb 39.37%. Pavar\u00ebsisht k\u00ebsaj, disa pika t\u00eb dob\u00ebta t\u00eb sh\u00ebndetit financiar t\u00eb Bashkis\u00eb duket se lidhen me probleme m\u00eb t\u00eb qendrueshme strukturore.<\/span><\/p><p style=\"text-align: justify\"><span style=\"font-weight: 400;font-family: georgia, palatino, serif;font-size: 14pt\">K\u00ebshtu, pjesa m\u00eb e madhe e burimeve financiare t\u00eb saj vinin nga burime t\u00eb jashtme, \u00e7ka \u00ebsht\u00eb tregues i paqendrueshm\u00ebris\u00eb fiskale t\u00eb Bashkis\u00eb dhe ekspozimit t\u00eb lart\u00eb ndaj risqeve jasht\u00eb nj\u00ebsis\u00eb vendore t\u00eb qeverisur. T\u00eb dh\u00ebnat treguan gjithashtu nj\u00eb shkall\u00eb t\u00eb ul\u00ebt t\u00eb diversifikimit n\u00eb mesin e burimeve t\u00eb t\u00eb ardhurave nga taksat dhe tarifat vendore. Megjithat\u00eb, gjat\u00eb viteve 2017-2023, Bashkia arriti t\u00eb zvog\u00ebloj\u00eb ndjesh\u00ebm barr\u00ebn e detyrimeve t\u00eb prapambetura ndaj t\u00eb ardhurave nga burimet e veta. <\/span><\/p><p style=\"text-align: justify\"><span style=\"font-weight: 400;font-family: georgia, palatino, serif;font-size: 14pt\">Nga ana tjet\u00ebr, Kamza kishte nivelin m\u00eb t\u00eb lart\u00eb n\u00eb vend p\u00ebr norm\u00ebn e shpenzimeve kapitale ndaj shpenzimeve gjithsej, \u00e7ka p\u00ebrb\u00ebn nj\u00eb ogur t\u00eb mir\u00eb p\u00ebr shtimin dhe p\u00ebrmir\u00ebsimin e sh\u00ebrbimeve t\u00eb ofruara n\u00eb t\u00eb ardhmen. Kjo do t\u00eb ishte mjaft e volitshme, duke pasur parasysh nevojat emergjente p\u00ebr investime q\u00eb u vun\u00eb re n\u00eb sh\u00ebrbimet dhe infrastruktur\u00ebn baz\u00eb: furnizimin me uj\u00eb t\u00eb pijsh\u00ebm, menaxhimin e uj\u00ebrave t\u00eb ndotura dhe kanalizimeve, si edhe rrjetin rrugor rural. Nd\u00ebrkoh\u00eb, trash\u00ebgimia kulturore, ngjarjet artistike dhe kulturore nuk duket t\u00eb jen\u00eb par\u00eb nga Bashkia si programe me p\u00ebrpar\u00ebsi gjat\u00eb vendimmarrjes mbi ndarjen e fondeve publike. Gjat\u00eb periudh\u00ebs s\u00eb shqyrtuar, pjesa e shpenzimeve p\u00ebr personelin ndaj totalit t\u00eb shpenzimeve pati p\u00ebrgjith\u00ebsisht ecuri pozitive r\u00ebn\u00ebse, ndon\u00ebse norma ishte mbi mesataren e bashkive t\u00eb m\u00ebdha n\u00eb vend.
