Organizatat e mbrojtjes s\u00eb t\u00eb drejtave t\u00eb personave me aft\u00ebsi t\u00eb kufizuara pas hulumtimeve n\u00eb terren, ngren\u00eb shqet\u00ebsimin p\u00ebr mos realizim t\u00eb detyrimit ligjor p\u00ebr infrastruktur\u00eb t\u00eb mundshme p\u00ebr t\u2019u p\u00ebrdorur nga t\u00eb gjith\u00eb n\u00eb qytetin e Kamz\u00ebs. Fondacioni \u201cS\u00eb bashku\u201d p\u00ebrmes nj\u00eb raporti t\u00eb hartuar s\u00eb fundmi merr n\u00eb shqyrtim infrastruktur\u00ebn kryesore t\u00eb qytetit dhe analizon mbi gjetjet n\u00eb terren q\u00eb flasin p\u00ebr nj\u00eb kufizim evident madhor n\u00eb l\u00ebvizshm\u00ebrin\u00eb e personave me aft\u00ebsi t\u00eb kufizuara.\u00a0<\/span><\/p>

Personat me aft\u00ebsi t\u00eb kufizuar dhe t\u00eb moshuarit p\u00ebrballen me nj\u00eb sfid\u00eb t\u00eb p\u00ebrditshme si p\u00ebrdorues t\u00eb rrug\u00ebve dhe trotuareve n\u00eb bashkin\u00eb Kam\u00ebz, ve\u00e7an\u00ebrisht<\/span> n<\/span>\u00eb<\/span> Bulevardin “N\u00ebn\u00eb Tereza”.<\/span><\/p><\/blockquote>

Me fjalin\u00eb e m\u00ebsip\u00ebrme e nis raportin \u201cS\u00eb bashku\u201d, raport i cili \u00ebsht\u00eb hartuar nga ekspertet e planifikimit urban dhe politikave t\u00eb gjith\u00ebp\u00ebrshirjes Anjeza Llubani, Suela Lala, Elvisa Kastrati dhe Tea Novruzaj. Si aks kryesor i l\u00ebvizshm\u00ebris\u00eb n\u00eb qytet merret n\u00eb studim rruga q\u00eb njihet me em\u00ebrtimin Bulevardi \u201cN\u00ebn\u00eb Tereza\u201d dhe gjithashtu edhe ato pak metra hap\u00ebsir\u00eb publike n\u00eb qend\u00ebr t\u00eb Kamz\u00ebs q\u00eb p\u00ebrb\u00ebjn\u00eb sheshin me t\u00eb nj\u00ebjtin em\u00ebr.<\/span><\/p>

Rrug\u00eb e t\u00eb gjith\u00ebve, por jo p\u00ebr t\u00eb gjith\u00eb<\/b><\/span><\/p>

Bulevardi \u201cN\u00ebn\u00eb Tereza\u201d si rruga me p\u00ebrdorimin me t\u00eb madh t\u00eb banor\u00ebve t\u00eb qytetit do t\u00eb duhej t\u00eb ishte edhe ajo me standartet m\u00eb gjith\u00ebp\u00ebrfshir\u00ebse. Por, pas v\u00ebzhgimeve t\u00eb eksperteve, realiteti d\u00ebshmon p\u00ebr nj\u00eb dominim t\u00eb saj nga automjetet dhe objekte t\u00eb tjera n\u00eb sh\u00ebrbim t\u00eb atyre q\u00eb i drejtojn\u00eb ato. Kalimin e personave q\u00eb p\u00ebrdorin karrige me rrota dhe grupet e tjera t\u00eb margjinalizuara p\u00ebrgjat\u00eb e p\u00ebrmes saj e pamund\u00ebsojn\u00eb trotuar\u00ebt e ngushta e t\u00eb mbingarkuara nga objekte mbi to dhe mungesa e infrastruktur\u00ebs leht\u00ebsuese p\u00ebr k\u00ebto individ\u00eb.\u00a0<\/span><\/p>

N\u00eb raport, \u201cS\u00eb bashku\u201d sh\u00ebnon si problematika t\u00eb evidentuara mungesat e pjerrinave, semafor\u00ebve akustik\u00eb, sip\u00ebrfaqeve me reliev q\u00eb sh\u00ebrbejn\u00eb p\u00ebr orientim dhe munges\u00ebn e p\u00ebrpjekjes p\u00ebr t\u00eb nd\u00ebrtuar kryq\u00ebzime m\u00eb miq\u00ebsore p\u00ebr k\u00ebto grupe t\u00eb margjinalizuara apo p\u00ebr f\u00ebmij\u00ebt. List\u00ebs s\u00eb problematikave i shtohen edhe stacionet e transportit publik q\u00eb nuk jan\u00eb t\u00eb aksesueshme nga p.a.k dhe mungesa e parkingjeve te dedikuara p\u00ebr ta. Kjo b\u00ebn q\u00eb n\u00eb t\u00ebr\u00ebsi kjo rrug\u00eb, ashtu si pothuaj t\u00eb gjitha n\u00eb qytet, t\u00eb ndihet si infrastruktur\u00eb q\u00eb nuk promovon barazin\u00eb, por e thellon kultur\u00ebn e dominanc\u00ebs nga automjetet.\u00a0<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t

Duke ia njohur Bashkis\u00eb Kam\u00ebz p\u00ebrpjekjen p\u00ebr nd\u00ebrhyrje n\u00eb infrastruktur\u00eb pas shqet\u00ebsimeve t\u00eb ngritura her\u00eb pas here, fondacioni \u201cS\u00eb bashku\u201d p\u00ebrmes raportit shprehet q\u00eb edhe k\u00ebto nd\u00ebrhyrje shpesh vijn\u00eb si zgjidhje krejt larg standarteve teknike. Aty ku ka trotuar t\u00eb shtruar, gjer\u00ebsia e tyre \u00ebsht\u00eb e pamjaftueshme. N\u00eb raport v\u00ebmendje i kushtohet edhe infrastruktur\u00ebs s\u00eb munguar n\u00eb stacionet e transportit urban qytetas, t\u00eb cil\u00ebt paraqesin v\u00ebshtir\u00ebsi n\u00eb aksesin e k\u00ebtij transporti nga personat me aft\u00ebsi t\u00eb kufizuar. Stacionet e v\u00ebzhguar, thuhet n\u00eb raport, kan\u00eb munges\u00eb t\u00eb pjerrinave dhe sinjalizues\u00ebve audio-vizual. Gjithashtu p\u00ebr t\u00eb leht\u00ebsuar akesin e tyre n\u00eb transport, por edhe t\u00eb t\u00eb gjith\u00eb qytetar\u00ebve, k\u00ebto stacione do duheshin t\u00eb ishin t\u00eb pajisur me tabela informuese, streha dhe ul\u00ebse t\u00eb sigurta.\u00a0<\/span><\/p>

N\u00eb p\u00ebrfundim t\u00eb raportit, Fondacioni \u201cS\u00eb bashku\u201d rikujton q\u00eb Shqip\u00ebria e ka detyrim ligjor edhe nd\u00ebrkomb\u00ebtar respektimin e t\u00eb drejtave t\u00eb personave me aft\u00ebsi t\u00eb kufizuara. Qeverisja vendore duhet t\u00eb nd\u00ebrhyj\u00eb n\u00eb infrastruktur\u00eb p\u00ebr t\u00eb mund\u00ebsuar l\u00ebvizje t\u00eb lir\u00eb p\u00ebr t\u00eb gjith\u00eb qytetar\u00ebt me parimin e barazis\u00eb. Bashkia Kam\u00ebz n\u00eb t\u00ebr\u00ebsi, jo vet\u00ebm n\u00eb aksin Bulevardi \u201cN\u00ebn\u00eb Tereza\u201d, paraqet probleme t\u00eb theksuara me zbatimin e k\u00ebtij detyrimi ligjor dhe do duhet t\u00eb punoj\u00eb p\u00ebr ndryshimin e k\u00ebsaj gjendjeje infrastrukturore q\u00eb diskriminon grupet e margjinalizuara.\u00a0<\/span><\/p>

Shqip\u00ebria ka ratifikuar Konvent\u00ebn p\u00ebr t\u00eb Drejtat e Personave me Aft\u00ebsi t\u00eb Kufizuara q\u00eb n\u00eb vitin 2013 dhe ka disa ligje n\u00eb fuqi p\u00ebr t\u00eb garantuar aksesueshm\u0451rin\u0451 p\u00ebr personat me aft\u00ebsi t\u00eb kufizuara n\u00eb infrastruktur\u00eb dhe sh\u00ebrbime, por duket se mungesa e njohurive mbi legjislacionin dhe standardeve teknike dhe mungesa e konsultimit publik ka sjell\u00eb situat\u00ebn aktuale, n\u00eb k\u00ebt\u00eb rrug\u00eb, por edhe n\u00eb rrug\u00eb t\u00eb tjera t\u00eb bashkis\u00eb Kam\u00ebz.<\/span><\/i><\/span><\/p><\/blockquote>

P\u00ebrmes analiz\u00ebs s\u00eb paraqitur n\u00eb raport, \u201cS\u00eb bashku\u201d tregon se mund t\u00eb nd\u00ebrtohen strategji p\u00ebr t\u00eb pasur q\u00ebndrueshm\u00ebri n\u00eb politikat e gjith\u00ebp\u00ebrfshirjes infrastrukturore.
