Shqip\u00ebria ka n\u00ebnshkruar nj\u00eb s\u00ebr\u00eb aktesh nd\u00ebrkomb\u00ebtare q\u00eb parashikojn\u00eb t\u00eb drejt\u00ebn e shprehjes si liri themelore, nd\u00ebr t\u00eb tjera p\u00ebrmendim nenin 10 t\u00eb Konvent\u00ebs Europiane t\u00eb t\u00eb Drejtave t\u00eb Njeriut e cila parashikon se e drejta p\u00ebr t\u00eb marr\u00eb ose dh\u00ebn\u00eb informacion \u00ebsht\u00eb pjes\u00eb e s\u00eb drejt\u00ebs s\u00eb shprehjes, dhe si e till\u00eb ajo kufizohet vet\u00ebm n\u00eb rastet e mbrojtjes s\u00eb siguris\u00eb komb\u00ebtare\/publike, mbrojtjes s\u00eb dinjitetit dhe t\u00eb dh\u00ebnave personale.<\/span><br \/><span style=\"font-family: georgia, palatino, serif;font-size: 14pt\">Gjithashtu n\u00eb nivel kushtetues, ligjor dhe n\u00ebnligjor vendi yn\u00eb ka nj\u00eb s\u00ebr\u00eb parashikimesh q\u00eb e garantojn\u00eb t\u00eb drejt\u00ebn e informimit. Neni 23 i Kushtetut\u00ebs pohon se kushdo ka t\u00eb drejt\u00eb, sipas referimeve t\u00eb ligjit p\u00ebrkat\u00ebs, p\u00ebr t\u00eb marr\u00eb informacione n\u00eb lidhje me organet shtet\u00ebrore, si dhe t\u00eb personave q\u00eb ushtrojn\u00eb funksionet shtet\u00ebrore. Pjes\u00eb p\u00ebrb\u00ebr\u00ebse e k\u00ebtij neni \u00ebsht\u00eb edhe e drejta p\u00ebr t\u00eb ndjekur mbledhjet e organeve t\u00eb zgjedhura, e drejt\u00eb e cila parashikohet m\u00eb n\u00eb detaj n\u00eb ligjin nr. 139\/2015 \u201cP\u00ebr vet\u00ebqeverisjen vendore\u201d .<\/span><\/p><p><span style=\"font-family: georgia, palatino, serif;font-size: 14pt\">Ligji nr. 119\/2014 \u201cP\u00ebr t\u00eb drejt\u00ebn e informimit\u201d ka sjell\u00eb nj\u00eb s\u00ebr\u00eb ndryshimesh pozitive n\u00eb lidhje me t\u00eb drejt\u00ebn p\u00ebr informim. Ndryshe nga ligji Nr.8503, date 30.6.1999 \u201cP\u00ebr t\u00eb drejt\u00ebn e informimit p\u00ebr dokumente zyrtare\u201d i cili ka pasur probleme si n\u00eb parashikimet ligjore ashtu edhe n\u00eb zbatimin e tij, ligji i ri mund\u00ebson p\u00ebr her\u00eb t\u00eb par\u00eb nj\u00eb gam\u00eb t\u00eb gjer\u00eb informacioni q\u00eb b\u00ebhet publik nga organet shtet\u00ebrore (ose joshtet\u00ebrore por q\u00eb ushtrojn\u00eb funksione publike) n\u00ebp\u00ebrmjet programit t\u00eb transparenc\u00ebs, ashtu edhe n\u00ebp\u00ebrmjet instrumenteve praktike p\u00ebr t\u00eb k\u00ebrkuar informacion kryesisht.<br \/><\/span><span style=\"font-family: georgia, palatino, serif;font-size: 14pt\">Nd\u00ebr t\u00eb tjera, ky ligj synon nxitjen e integritetit t\u00eb institucioneve, transparenc\u00ebn dhe p\u00ebrgjegjshm\u00ebrin\u00eb e autoriteteve publike, si m\u00ebnyr\u00eb p\u00ebr t\u00eb luftuar korrupsionin, keqmenaxhimin financiar dhe rritjen e llogaridh\u00ebnies ndaj qytetar\u00ebve dhe votuesve.
