Kjo shum\u00eb e lart\u00eb, duke marr\u00eb nj\u00eb kosto mesatare t\u00eb librit, po t\u00eb shkonte p\u00ebr shtimin e inventarit do t\u00eb sillt\u00eb m\u00eb shum\u00eb se 10 mij\u00eb tituj n\u00eb bibliotek\u00ebn e qytetit. projekt i Institutit Shqiptar t\u00eb Shkencave (Albanian Institute of Sciences &#8211; AIS), \u00ebsht\u00eb nj\u00eb nd\u00ebr agregat\u00ebt e t\u00eb dh\u00ebnave mbi prokurimet e nj\u00ebsive qeveris\u00ebse n\u00eb vend, duke u b\u00ebr\u00eb k\u00ebshtu nj\u00eb nga mekanizmat m\u00eb t\u00eb p\u00ebrdorur t\u00eb gazetar\u00ebve shqiptar\u00eb q\u00eb hulumtojn\u00eb mbi financat publike. P\u00ebrpos prokurimeve, AIS ka krijuar databaza mbi transferta t\u00eb pushtetit vendor, korporatat n\u00eb vend dhe sistemin e drejt\u00ebsis\u00eb, si dhe monitoron dhe publikon raporte mbi secilin sektor.<\/span><\/p><p style=\"text-align: justify\"><span style=\"font-weight: 400;font-family: georgia, palatino, serif;font-size: 14pt\">E gjitha kjo iniciativ\u00eb \u00ebsh\u00eb ngritur me mb\u00ebshtetje financiare kryesisht nga jasht\u00eb vendit dhe q\u00ebndrushm\u00ebria e saj lidhet me afatet e financimeve. Dit\u00ebt e fundit p\u00ebrmes njoftimeve n\u00eb platform\u00eb por edhe n\u00eb rrjete sociale \u00ebsht\u00eb b\u00ebr\u00eb e ditur q\u00eb nj\u00eb prej platformave rrezikon t\u00eb mos ekzistoj\u00eb m\u00eb p\u00ebr shkak t\u00eb munges\u00ebs s\u00eb financimit. Aranita Brahaj, drejtuese e AIS, u shpreh p\u00ebr redaksin\u00eb ton\u00eb q\u00eb s\u00eb fundmi aplikimet p\u00ebr mb\u00ebshtetje financiare nuk kan\u00eb rezultuar t\u00eb sukseshme. K\u00ebsisoj platforma e Shpenzimeve Publike t\u00eb Hapura (Open Spendings Albania) nuk do mundet t\u00eb mir\u00ebmbahet m\u00eb pa pasur nj\u00eb nd\u00ebrhyrje financiare q\u00eb shp\u00ebton databaz\u00ebn dhe ekipin q\u00eb punon p\u00ebr t\u00eb.\u00a0<\/span><\/p><blockquote><p><span style=\"font-family: georgia, palatino, serif;font-size: 14pt\"><i><span style=\"font-weight: 400\">\u201c<\/span><\/i><span style=\"font-weight: 400\">Databaza <\/span><a href=\"https:\/\/spending.data.al\/en\/treasury\/list\/year\/2019\"><span style=\"font-weight: 400\">Transaksione Thesari<\/span><\/a><span style=\"font-weight: 400\"> \u00ebsht\u00eb nj\u00eb nga instrumentet m\u00eb t\u00eb r\u00ebnd\u00ebsishme p\u00ebr Transparenc\u00eb, Mir\u00ebqeverisje dhe Antikorrupsion. P\u00ebrmes Open Spending Albania, qytetar\u00ebt kuptojn\u00eb se si shpenzohen parat\u00eb e taksapaguesve. OpenSpending zbardh dhe b\u00ebn t\u00eb aksesueshme \u00e7do pages\u00eb nga Institucionet Buxhetore drejt klient\u00ebve nga 2012 e n\u00eb vijim. Gazetar\u00ebt dhe aktivist\u00ebt m\u00eb t\u00eb guximsh\u00ebm n\u00eb vend p\u00ebrdorin t\u00eb dh\u00ebnat e Thesarit p\u00ebr t\u00eb denoncuar raste korrupsioni, klientelizmi dhe konflikti Interesi. <\/span><i><span style=\"font-weight: 400\">Prej muajit shkurt <\/span><\/i><a href=\"https:\/\/ais.al\/new\/rreth-ais\/\"><i><span style=\"font-weight: 400\">AIS<\/span><\/i><\/a><i><span style=\"font-weight: 400\">,\u00ebsht\u00eb n\u00eb v\u00ebshtir\u00ebsi p\u00ebr fonde p\u00ebr mir\u00ebmbajtjen, p\u00ebrdit\u00ebsimin, zhvillimin dhe hap\u00ebsir\u00ebn server p\u00ebr Transaksione Thesari.\u201d<\/span><\/i><\/span><\/p><\/blockquote><p style=\"text-align: justify\"><span style=\"color: #800000;font-family: georgia, palatino, serif;font-size: 14pt\"><b>Politikat e donator\u00ebve dhe beteja p\u00ebr integritet<\/b><\/span><\/p><p style=\"text-align: justify\"><span style=\"font-weight: 400;font-family: georgia, palatino, serif;font-size: 14pt\">Q\u00ebndrueshm\u00ebria e mediave \u201cpa pronar\u00eb\u201d mbetet gjithmon\u00eb sfid\u00eb kur q\u00ebllim nuk \u00ebsht\u00eb p\u00ebrfitimi monetar dhe komercializimi evitohet. N\u00eb k\u00ebto kushte, mbijetesa mbetet n\u00eb duart e organizmave t\u00eb huaj q\u00eb mb\u00ebshtesin iniciativa t\u00eb pavarura. M\u00eb axhenda kryesisht t\u00eb paracaktuara, mb\u00ebshtetja nga k\u00ebto organizma nuk siguron garanci afatgjat\u00eb, n\u00eb k\u00ebt\u00eb rast as p\u00ebr mediat e shk\u00ebputura nga \u201ctregu\u201d.<\/span><\/p><p style=\"text-align: justify\"><span style=\"font-weight: 400;font-family: georgia, palatino, serif;font-size: 14pt\">P\u00ebr drejtuesen Brahaj, koh\u00ebt e fundit ka nj\u00eb zhvendosje t\u00eb v\u00ebmendjes mbi entitetet mediatike dhe rrjedhimisht edhe mb\u00ebshtetjes p\u00ebr to.\u00a0<\/span><\/p><blockquote><p><span style=\"font-family: georgia, palatino, serif;font-size: 14pt\"><i><span style=\"font-weight: 400\">\u201cFusha q\u00eb po mbetet pa mb\u00ebshtetje \u00ebsht\u00eb anti-korrupsioni. Donator\u00ebt kan\u00eb muaj q\u00eb kan\u00eb zgjedhur pak organizata dhe po \u00e7ojn\u00eb gjith\u00eb fondet tek ato pak. Ka mbivendosje, t\u00eb gjitha ambasadat mb\u00ebshtesin me fonde t\u00eb nj\u00ebjtat OJF. Dhe kan\u00eb l\u00ebn\u00eb jasht\u00eb fokusit llogaridh\u00ebnien, transparenc\u00ebn, t\u00eb dh\u00ebnat dhe anti-korrupsionin.\u201d<\/span><\/i><\/span><\/p><\/blockquote><p style=\"text-align: justify\"><span style=\"font-weight: 400;font-family: georgia, palatino, serif;font-size: 14pt\">P\u00ebrmes njoftimit q\u00eb AIS ka publikuar n\u00eb sajt k\u00ebrkon nj\u00eb kthim t\u00eb v\u00ebmendjes drejt gazetaris\u00eb s\u00eb t\u00eb dh\u00ebnave dhe betej\u00ebs s\u00eb medias kund\u00ebr korrupsionit.\u00a0<\/span><\/p><blockquote><p><span style=\"font-family: georgia, palatino, serif;font-size: 14pt\"><i><span style=\"font-weight: 400\">\u201cAIS zot\u00ebruese e Open Spending Albania konstaton se mungojn\u00eb thirrjet p\u00ebr projekte Antikorrupsion, dhe k\u00ebrkon ndihm\u00ebn e donator\u00ebve t\u00eb mundsh\u00ebm p\u00ebr mb\u00ebshtetje financiare dhe mund\u00ebsi aplikimi.
