Kratia n\u00eb greqishten e vjet\u00ebr shpreh iden\u00eb e nj\u00eb pushteti i cili e gjen burimin e tij prej vetvetes, e demo-kratia shpreh nocionin e sovranitetit t\u00eb popullit.<\/span><\/p><p style=\"text-align: justify\"><span style=\"font-family: georgia, palatino, serif;font-size: 14pt\">Shoq\u00ebria shqiptare konsiderohet ende sot n\u00eb tranzicion<sup>1<\/sup>\u00a0, por ky p\u00ebrcaktim nuk \u00ebsht\u00eb i sakt\u00eb pasi pro\u04abesi i tranzicionit \u00ebsht\u00eb nj\u00eb moment i ndryshimit t\u00eb regjimit duke kaluar nga nj\u00eb sistem autoritar n\u00eb nj\u00eb sistem demokratik n\u00ebp\u00ebrmjet votimit t\u00eb lir\u00eb e t\u00eb hapur, konkurrenc\u00ebs mes partive politike dhe respektimit t\u00eb drejtave civile <sup>2<\/sup>. Termi \u2018tranzicion\u2019 si te \u2018vend n\u00eb tranzicion\u2019 perdoret sistematikisht n\u00eb Shqip\u00ebri p\u00ebr t\u00eb ilustruar problemet n\u00eb nd\u00ebrtimin e nj\u00eb demokracie t\u00eb sh\u00ebndetshme. Demokracia politike karakterizohet nd\u00ebr t\u00eb tjera nga element\u00ebt e saj p\u00ebrber\u00ebs nd\u00ebr t\u00eb cil\u00ebt mund t\u00eb p\u00ebrmenden ekuilibri i nevojsh\u00ebm institucional (checks and balances), respektimi i t\u00eb drejtave t\u00eb njeriut, liria, barazia etj.<\/span><\/p><p style=\"text-align: justify\"><span style=\"font-family: georgia, palatino, serif;font-size: 14pt\">Sipas nenit 2 t\u00eb Traktatit t\u00eb Bashkimit Europian, Bashkimi bazohet mbi disa vlera t\u00eb cilat konsiderohen si thelb\u00ebsore dhe q\u00eb duhen respektuar prej t\u00eb gjitha vendeve an\u00ebtare si\u04ab jan\u00eb respekti i dinjitetit njer\u00ebzor, liria, demokracia, shteti i s\u00eb drejt\u00ebs dhe respektimi i t\u00eb drejtave t\u00eb njeriut. K\u00ebto vlera mbarten edhe brenda BE-s\u00eb vet\u00eb n\u00eb funksionimin e saj si nj\u00eb organizat\u00eb t\u00eb cil\u00ebs vendet an\u00ebtare i kan\u00eb deleguar kompetenca sovraniteti, duke krijuar dhe ve\u04abantin\u00eb e k\u00ebsaj organizate n\u00eb kostelacionin e sken\u00ebs nd\u00ebrkomb\u00ebtare, por, zbatohen edhe nga vendet an\u00ebtare dhe duhet t\u00eb zbatohen dhe nga Shqip\u00ebria si nj\u00eb vend n\u00eb pro\u04abes aderimi p\u00ebr n\u00eb Bashkimin Europian. Preambula e Kart\u00ebs s\u00eb Kombeve t\u00eb Bashkuara thekson objektivin p\u00ebr t\u00eb afirmuar besimin n\u00eb t\u00eb drejtat themeltare, n\u00eb dinjitetin e njeriut, si dhe t\u00eb drejtat e barabarta t\u00eb grave e burrave, t\u00eb kombeve t\u00eb vogla e t\u00eb m\u00ebdha.<\/span><br \/><span style=\"font-family: georgia, palatino, serif;font-size: 14pt\">Duke patur parasysh t\u00eb gjith\u00eb k\u00ebta element\u00eb, kuptohet zhg\u00ebnjimi i gjendur n\u00eb vendin tim pas mbarimit t\u00eb studimeve t\u00eb mia jasht\u00eb n\u00eb nj\u00eb nga shkollat m\u00eb t\u00eb mira europiane (sipas listave e renditjeve nd\u00ebrkomb\u00ebtare) dhe ballafaqimi me p\u00ebrfaq\u00ebsit\u00eb e organizatave t\u00eb ndryshme t\u00eb huaja n\u00eb vend.<\/span><\/p><p style=\"text-align: justify\"><span style=\"font-family: georgia, palatino, serif;font-size: 14pt\">Pa dashur t\u00eb b\u00ebj nj\u00eb p\u00ebrgjith\u00ebsim p\u00ebr t\u00eb gjitha k\u00ebto organizata dhe p\u00ebr pro\u04abedurat e tyre t\u00eb funksionimit, si dhe duke mos dashur t\u00eb targetoj nj\u00eb organizat\u00eb apo nj\u00eb tjet\u00ebr n\u00eb m\u00ebnyr\u00eb specifike, do t\u00eb d\u00ebshiroja t\u00eb ilustroja vet\u00ebm nj\u00eb p\u00ebrvoj\u00eb personale. Mos-respektimi i procedurave t\u00eb aplikimit, duke filluar nga moskthimi i mesazhit korrespondues elektronik q\u00eb konfirmon marrjen e aplikimit (si\u04ab \u00ebsht\u00eb e parashikuar n\u00eb thirrjen e hapur p\u00ebr pozicionin), intervistat e gjata pas s\u00eb cilave vjen shprehja monotone \u201cje teper i\/e kualifikuar p\u00ebr k\u00ebt\u00eb pozicion\u201d e deri te mos kthimi i p\u00ebrgjigjes n\u00eb raste t\u00eb tjera, m\u00eb futen n\u00eb mendime t\u00eb thella se pse nj\u00eb teknik\u00eb q\u00eb njihet tashm\u00eb n\u00eb shoq\u00ebrin\u00eb shqiptare t\u00eb aplikohet me kaq p\u00ebrsosm\u00ebri prej \u201cte huajve\u201d, q\u00eb p\u00ebr ne konsiderohen gjithmon\u00eb me ndjenjat e komplesitetit te qytetar\u00ebve t\u00eb vendeve t\u00eb Jugut\u201d ndaj atyre prej vendeve t\u00eb zhvilluara per\u00ebndimore, dhe q\u00eb kemi kaq shum\u00eb pritshm\u00ebri t\u00eb sjellin nj\u00eb model funksionimi ndryshe n\u00eb Shqip\u00ebri, i cili t\u00eb shfaqet edhe n\u00eb keto detaje proceduriale, por me kuptim p\u00ebr vendin.<\/span><\/p><p style=\"text-align: justify\"><span style=\"font-family: georgia, palatino, serif;font-size: 14pt\">Kjo ka qen\u00eb p\u00ebr mua nj\u00eb pervoj\u00eb refuzimi dhe indiference e ndjer\u00eb r\u00ebndom prej institucioneve vendase si fillim dhe e rindjer\u00eb n\u00eb po t\u00eb nj\u00ebjtat trajta p\u00ebrball\u00eb k\u00ebtyre organizatave shum\u00eb t\u00eb r\u00ebnd\u00ebsishme n\u00eb vend.
